Subject: [BRIGADE] ExCom Dictatorship

Dear Brigade,

To get you up to speed on what's been
happening across the USA with Real Reformers versus the
Wrecking Crew -- most of whom are on the RP Executive
Committee (ExCom) I'll forward this and a few more emails.

Note that most of this has already been posted on our Real-
Reform list but deserve even wider coverage. Please forward
this and the next few emails to all Reformers!

Subject: [REAL-REFORM] ExCom Dictatorship

The RPUSA Executive Committee has resorted to desperate
measures to block the results of three regional National
Committee recalls and elections in violation of our party
constitution and in ignorance of the infamous Lynchburg
decision.

By conjuring up bogus notice requirements, by now requiring
the National Secretary to call such meetings, and by creating
an Executive Committee review and concurrence mechanism
of National Committee elections, the Executive Committee has
violated our constitution and trust.

Three regional caucuses occured on July 1, 2000: Northeast,
Southwest and Northwest.

In the Northeast, NatCom members voted 15 of 22 to recall
Sue DeBauche (2/3rds of registered members required for
recall). On July 3, the RPUSA ExCom voted that the number
of registered NE natCom members is 24 not 22 by including
and welcoming Ronn Young and Sue DeBauche back into the
party as registered NatCom members from VA in violation of
their enjoinment from acting as party reps in the Judge Moon's
order.

Our party just spent over $150,000 for party expense out of the
convention account (at Russ Verney's recommendation in
violation of FEC code) for legal fees to kick Young and
DeBauche out of the party. But when it became necessary to
block the election of a Buchanan supporter as new Regional
Representative, they chose to disregard the court order
enjoining Young and DeBauche from any and all RPUSA
representative capacity and welcomed their former adversaries.

In the Southwest Region, 20 of the regions 24 members were
present when 14 of 20 cast their votes in an unsuccessful
recall of Paul Truax. Four NatCom members were not present
on the call. The Region set July 9 to reconvene the meeting
when all members are expected. [NOTE: This did indeed take
place and Paul Truax was voted out and replaced by Kelly Abt]

In the Northwest Region, 19 of 21 members were present and
voted 18 to 1 to recall Lou Anne Jones and elected Tim
Hallinan as new NW Regional Rep.

Again on July 3, the Executive Committee dictated that they
knew better than the region and voted unanimously to ignore
the NW Region votes crafting a new rule that these meetings
now need an undefined notice requirement designed in part to
demand a higher quorum standard than the 19 of 21 that
attended.

Since the July 3 ExCom meeting several ExCom members
have put forth their views of new rules to be imposed on those
pesky National Committee members. Some now say 30 days
is required, others say 7 days or that the National Secretary
needs to call the meeting. Others now say that the region
must now only be able to remove a representative for cause
and must hold a trial.

Given more time, one can only guess what other rules will be
determined to block the will of the party and to trash our party
constitution.
