On your question of work paper of du hoc tu tuc, I 'm very surprised about the
huge amount $3000 involved. For me, it just costs me about $5 officially to
get passport and exit visa to go abroad to study, given that I got the
scholarship of Singapore Government and there is G-G agreement on that.

For the case of self support(du hoc tu tuc), it may be harder, but not that
much. Last March, when I went back VN, I knew exactly one case similar like
your friend. As the candidate told me, after she got the admission of the
school in US, it was the US Officier in VN in interview, asked her to prove
that she has min. $30,000 to make sure that she has enough money to spend in
US. They also require deposit to gurantee that she will go back VN after
study. I did ask her how much does it cost her for the VN passport and exit
visa, because she used a service agent to arrange for her(not apply directly
and officially like mine), and it costs her about $200.
