carnival on Woodman between Moorpark and Ventura. Middle Eastern/Lebanese. You each get a sandwich at $3-4, and split an appetizer.
Joe Peeps pizza is filling and relatively cheap on Magnolia. If you get a whole pie, you can get it cheaper if you take less cheese. Cathy Moriarty's Mulberry St. Pizza in Beverly Hills isn't very expensive and is fine, per slice.
Brighton Coffee Shop in the heart of Beverly Hills is reasonable and the burger's ok.
Apple Pan has great atmosphere, the apple pan pie isn't bad and I like the burgers although they aren't the greatest. If you go toward downtown, Cassell's BUrgers on 6th st. is good and filling and El Taurino, a taco emporium on Hoover is the same.
In the Valley, for Mexican, try El Jerezano on Hazeltine near Burbank and Bronco at Moorpark and Ventura. Although if you get seafood at Bronco you will run your bill up, if you stick to normal antojitos it stays under your limit. As well, both places have menudo on the weekend. And Bronco has the machine making fresh juices but that also starts to add up, so be careful. El Jerezano, though, is pretty good and in your price range.
I'm not crazy about noodle world in Westwood, but you can get boba and a bowl of something there for under $8/person.
I don't know if you include Fairfax in your westside definition (for some, westside starts at LaBrea, or Western, or LaCienega, or Sepulveda) - Shula & Esther's has some Yemenite jewish specialties that fit your budget and I think Grill Express has one or two Iraqi dishes that would be in your price range(Fairfax, both, between Rosewood and Clinton).
 

 
One last suggestion but call to make sure it's correct. Tsukasa sushi downtown can be VERY EXPENSIVE but at the tables one can order sushi plates. Call and see what the price is for the set plates, because I think they have one for $7.95. The fish is the same fresh fish as at the bar just the cheaper fish varieties. So call and consider it for a meal, if indeed one of the plates is in your range.
 
(OK. This is the last - when I was in grad school, we sometimes went to Andre's cafeteria in Town and Country across from the Farmers Market on Third. The food wasn't the greatest, but you could get the special with a decent salad for under $5. This is more for info on how cheap you can go. Also, check out burger stands, like Irv's burgers on Santa Monica near Sweetzer.)
