I live in H.B. and used to work at the hotel on the corner of PCH and Warner. The "nasty little secret" most people don't know about is that there is quite a bit of gang activity at the beaches (Seal & Bolsa) at night - that's the main reason the sheriffs impose a curfew. When working at the hotel, I always told guests to steer clear of the beach at night. Most of the problems centered around the old dressing rooms and restrooms.
 
Just an FYI - rather let you know than assume you know ;)
