I think it is more the deceptive practice of the waiter asking "would like more coke" without telling you there is a charge. This is especially true given the fact that quite a few restaurants give free refills these days, and when you compound it with children being asked directly if they would like another drink, I find it hard to swallow when I am then charged for the drinks. I would not take it out of the tip, but if the manager gave such a hard edged reply I would most likely take my business elsewhere the next time around.
