Access to the Region's Core (ARC)
is a Major Investment Study (MIS)
jointly sponsored by the
Port Authority of New York and New
Jersey (PANYNJ), the
New York Metropolitan Transportation
Authority (MTA), and the
New Jersey Transit Corporation (NJT).
ARC's goal is to improve transit
opportunities to the region's core,
Midtown Manhattan.
In phase 3, ARC is conceptually
planning for a new commuter
rail tunnel under the Hudson
River and improvements to tracks,
platforms, and the passenger
circulation system at Penn Station,
New York. The decision to pursue
a commuter rail approach for
improving regional mobility
is an outgrowth of a comprehensive
evaluation of many other alternatives
studied and analyzed during
Phases 1 and 2.
ARC is also investigating three
Near
Term (5-10 years) Improvements
in the Penn Station network
to relieve capacity pressure
until a long-term capital improvement
can be built.

ARC is governed by a Project Oversight Committee (POC) consisting of the Transportation Planning Directors or designated representatives of the three sponsoring agencies. |
