Paper or electronic copies can be obtained from various shops and dealers in several countries. 

 

SOVIEWER is a very useful program for viewing Soviet maps.  It has world gazetteer with 6 million names with instant display of appropriate map section and lets you zoom in and out between scales and pan in all directions over adjacent sheets.
