Mumbai is the commercial
and financial capital of India, generating about 5% of India’s GDP and contributes
over one third of the country’s tax revenues.
In addition,
it handles major part of the port traffic of the country. With
rapid urbanisation and industrialisation
during the last three decades, the populationg rowth has
been mainly in the suburbs i.e. north of Mahim and Sion while
the population growth in the island city has remained more
or less stagnant. The population in the suburbs increased
from 5 million in 1981 to 8.8 million in 2001, while the
population in the island city increased from 3.28 million
to 3.30 million during the same period. The city of Mumbai
with its present population of over 12 million generates
more than 10 million daily passenger trips catered by suburban
railway and public transport bus services provided by BEST.
The ever growing vehicular and passenger demands, coupled
with constraints on capacity augmentation of the existing
network, have resulted in chaotic conditions during peak
hours.
The five main north-south roads in the suburbs are
not fully developed to the planned width, have many bottleneck
points and constraints due to large number of intersections
with major and minor roads. Similarly, the major east-west
links proposed in the Wilbur Smith Associate Study of 1962
have not been finalised. During the last 4 decades there
has been growth in vehicular ownership in Greater Mumbai,
particularly in the suburban areas, resulting in immense
pressure and increasing bottlenecks. The vehicular population
in the last four decades increased from 1.5 lakhs in 1971
to 1.29 million in 2001.
The World Bank funded MUTP focuses
mainly on strengthening of mass transport particularly improvements
in suburban railway
services in terms of efficiency and capacity, with very few
proposals of road improvements.
On the above background and
looking beyond MUTP improvements and considering the future
travel demand by growing population,
it has been considered necessary to take urgent steps to
strengthen the road infrastructure in Mumbai. With a view
to supplement MUTP, MMRDA initiated the process for an ambitious
project known as Mumbai Urban Infrastructure Project (MUIP)
with the main objective of road network improvements and
efficient traffic dispersal system in Greater Mumbai. |

Objectives
- To prepare a traffic dispersal model
for efficient mobility and connectivity.
- To develop major
North-South road links in suburbs including a Mass Rapid
Transit Connectivity.
- To strengthen / augment the East-West Connectivity in the suburbs.
- To provide efficient / fast pubic transport corridors.
- To facilitate safe and convenient movement for pedestrians
(Subways / FOBs / Footpaths) including Station Area Traffic
Improvement Schemes (SATIS).
- To provide high capacity uninterrupted road connection to both
the Airports.
- To remove level crossings in Mumbai
- To provide bus terminals / bus depots and to create
facilities for passengers.

Master Plan
MUIP Master Plan has been prepared taking in to account the previous studies and project proposals that were not implemented till now. A comprehensive list of the works is enclosed to this note. Govt. of Maharashtra, vide its Cabinet Resolution dated 1st November, 2003 sanctioned the Master Plan for MUIP as below: |

MMRDA has decided to take up the implementation of priority-I work to start with.
Project Implementation : The Government of Maharashtra approved the Master Plan at an estimated cost of Rs.2,647/-crores.Out of priority -1 works, after completing the necessary formalities MMRDA has taken up the work of 18 corridors (155 Kms.) for execution such as Eastern Express Highway,Western Express Highway,S.V.Road,LBS Road,Andheri Ghatkopar Link Road,Main Linking Road,Sion Dharavi link Road,Ghatkopar Mulund Link Road (Part) and other important roads around MIDC,SEEPZ and International Airport (Under ASIDE Scheme) worth @ Rs.1438 crores.The work on these corridors in available fronts and the process of handing over these corridors to MCGM is in progress. Two elevated road works are under JNNRUM and under MUIP as per details given below:
- Sahar Elevated road: The work has been recently under taken for construction i.e. from 9/1/2008 with the total cost of Rs.287 crores with completion period of 2 years
- Eastern freeway: The work has been recently under taken for construction i.e. from 9/1/2008 with the total cost of Rs.531 crores with completion period of 5years
Micro-Prismatic Retro-Reflective Signages (Works under MUIP)
The different packages of works are as follows;
- Civil work; construction of road, drainage footpath etc.
- Road markings using thermoplastic paints.
- Street furniture , Traffic signs & informatory boards
- Traffic signal installation
- Street lighting
- Landscaping & arboriculture
As civil works are progressing, it was proposed to invite tenders for retro-reflective sign boards incl. Cautionary, Mandatory, Informatory, Overhead / Gantries with supporting structures & foundations. The DE & PMC consultants already working on the respective corridors have prepared the plans and estimates for installation of the necessary signages.
Packages & Scope: Based on the consultants proposals the works have been divided in to suitable packages considering the
- Corridor wise division and Type of Signages required
- Quantity of work involved
- Size of package to be reasonably large to attract good competition as well as reputed contractors.
- The size of packages awarded in similar works by NHAI and MSRDC.
- Progress of civil works

The contractors have started works since February 2006 on all the corridors & works are in progress. Till date the contractors have achieved a progress of about 75% & were required to stop the work w.e.f. June 2007 due to monsoon. The works will resume once again after monsoon and are expected to be completed by Dec. 2007.
Providing & applying hot road marking (thermoplastic) paint, directional arrows, letterings etc. and providing & fixing road delineators, cats / tiger eyes on various roads under MUIP.
As civil works are progressing, it was proposed to invite tenders for Providing & Applying Hot Road Marking (Thermoplastic) Paint, Directional arrows and Providing & Fixing Road Delineators, Cats / Tiger Eyes on various roads. The DE & PMC Consultants have prepared the plans and estimates for application of the necessary Road Marking (Thermoplastic) Paint, delineators and other traffic appurtenances.

Work orders to the contractors were issued on 20th April 2006. About 45% of the works are completed. Depending on the availability of completed Road stretches the balance work will be completed by Dec. 2007
Landscaping and Beautification of MUIP road Corridors on BOT basis
The beautification of MUIP road corridors especially medians has been taken up through Private participation. The beatification and land scaping is proposed to be carried at no cost to MMRDA and the Agency will be required to maintain the landscaping of the respective sections for a period of 5 years. The developer/Agency will be allowed to display their logo/emblem in the gardens.
In all 51 contracts have been awarded after inviting the proposals through open bidding. Substantial sections of about 100 kms have been developed by the developers on Eastern and Western Express highways, J.P. road, Sakivihar Road, BKC Main Road, and some corridors at BKC before onset of Monsoon so that the gardens would survive and achieve visible growth by the end of monsoon. The balance will be completed in due course.
Erection of bus shelters on Eastern and Western Express Highways
With a view to change the landscape of the important city corridors MMRDA has taken up street furniture works like land scaping, beautification, Road markings, signages, etc. Before MUIP was taken up the Eastern and Western Express Highways were having no footpaths, nor bus shelters. MMRDA in consultation with BEST finalized the specifications for state of art bus shelters (on lines of Toronto, Singapore designs) and invited bids on BOT basis for erection and maintenance of 151 bus shelters. Due to the issue of property taxes only one bid has been received. The bids have been reinvited after resolving the above issues. Ms. RBPL and have been appointed for erecting the Bus queshelter on WEH and M/s JCD for Easter Express Higway, JVLR and BKC. The work is expected to be completed in next 3 months. |

The Resettlement and Rehabilitation of Project
Affected Persons
Mumbai Urban Infrastructure Project (MUIP)
About 35000slum families
are affected by MUIP. For smooth implementation of MUIP,
it is necessary to rehabilitate
eligible slum dwellers. The rehabilitation and resettlement
of PAPs affected by MUIP will be undertaken according
to the Government of Maharashtra’s policy of slum rehabilitation
and by using powers of Slum Rehabilitation Authority
vested in MMRDA. Thus about 21000 slum families can be rehabilitated
in the schemes which are approved at various sites e.g.
Poonam Nagar–Majas, Oshiware–Goregaon, Anik–Chembur,
Anik Bhakti Park–Chembur, Borla–Ghatkopar-Mankhurd
Link Road, Tata Nagar-Mankhurd, Kanjurmarg(W)-LBS, Bhandup.

Anik Panjarpole Link Road
Anik Panjarpole Link Road is part of Eastern Freeway (EF) which is the eastern – most – North – south corridor proposed for development under MUIP. The Anik Panjarpole Link starts from the proposed Anik Junction on Anik Wadala Road at Ch 0/0 and ends on Panjarpole Junction at Ch 5/0 on B.N.Purav Marg covering a length of 5.00 Km. APLR will significantly serve Mumbai Port and related traffic other major traffic from Refineries, Commercial and business areas. Truck Terminals etc. The APLR consist of construction of 5 Km long, 6 lane road of freeway standards. Scope of work includes earthwork, ground improvement, pavement twin tube tunnel, ROB & viaduct etc. The estimated cost of this project is Rs.148.03 Crores (Original) and revised cost as per DSR 2006-07 is Rs.221.14 Crores. This work is allotted to M/s. Madhucon Projects Ltd. Hydrabad on 11/4/2008 (Time limit of the work is 24 Months). Total expenditure upto July 2008 is Approximately Rs.31.98 Crores for work portion 800 m length is partially completed and further work is in progress. |

Refurbishment of Marine Drive
The Government of Maharashtra by the end of year 2003 approved the Mumbai Urban Infrastructure Project (MUIP) as a supplementary project to the Mumbai Transport Project (MUTP) in order to provide basic infrastructure facilities for the City of Mumbai. The Mumbai Task Force appointed by the Govt. of Maharashtra to oversee the development of Mumbai felt the urgent need for refurbishment of Marine Drive so as to make it an ICON and pride of Mumbai. The objective of the project was to refurbish and revamp the Marine Drive as an important public place through improvements based on integrated design approach, involving planning, designing and conservation inputs for convenient and efficient pedestrian movement, provisions of parking spaces, paving, landscape, street furniture and signage, and other measures required to conserve and enhance the Art Deco character of this waterfront. The estimated cost of the project is Rs. 27.21 crores and completion cost of works is Rs. 20.00 crores. A few photographs showing before and after position of work is as follows:

Extended Mumbai Urban Infrastructure Project
As approved by the Government of Maharashtra the project of MUIP is in progress in MCGM area. On similar line the representatives of the public of the areas have requested to take up the works in other Municipal Corporation and Municipal councils beyond MCGM area. As millions of people are daily travels towards Mumbai Metropolitan City and to maximize the benefits of Infrastructure of Mumbai, it is necessary to extend the MUIP project beyond limits of the Mumbai Municipal Corporation so that the traffic jam could be minimize in Mumbai. Hence there is a need policy decision on extension of MUIP. In this regards in the 120th meeting of the Authority held on 24.12.2007, it has been decided to under the projects in the Mumbai Metropolitan Region considering the need of Thane, New Mumbai, Panvel, Vasai Virar, Mira Bhandar and Kalyan Dombivali. The work will be implemented by MMRDA, PWD & MSRDC. Project Management consultants (PMC) fpr project preparation,designing and supervision work is finalized by MMRDA. The work has been started from January 2008 and proposed to be completed by December, 2010. The estimated cost for Extended Mumbai Infrastructure Project is Rs. 1550.00 Crores.
