Different suggestions --(Ciao is pretty mediocre in my book -- & although I have been to Engine Co. many times for dinner, lunch, & takeout, I find the service pretty bad, it is super noisy, and the food is just okay.)
 
Cafe Pinot, 700 W. 5th Street, 213-239-6500. The setting outside of the Central Library is beautiful and relaxing and the food is typical of Joachim Splichal.
 
Ciudad - 445 S. Figueroa, corner of 5th & Figueroa. Diverse south of the border food, good bar. If you are in a rush the "happy hour" tapas menu is great.
