For dim sum, try Sea Empress in Gardena. I have been for lunch and they have a wide variety of dim sum, I'm not sure if they do dim sum at dinner. Just be aggressive when you see something you might like or they will never come over.

Do not be tempted by the Chinese restaurant on 1st and Alamitos in LB (they advertise dim sum), nothing even slightly delicious lives in that place.
 
For Vietnamese beef dishes, Hoai Huong on Anaheim is the place. Extensive menu and they will hold your hand and explain everything. Better for dinner.
