I think it depends on whether you're going to a matinee or an evening performance. I'm not sure how late YongSuSan is open. The nice thing about Yongsusan is that you can get a private room for your party of seven and the service is excellent. IMHO, go with the $22 dollar dinner, the $19 isn't as interesting and the more expensive ones include more seafood and rarities, but the $22 is quite interesting.
I've been to Yujean Kang's in Pasadena, it was nice but I wasn't super impressed, and the more interesting dishes could be had in San Gabriel Valley for far less. I also didn't especially care for the ambience. But it has fans here, so someone will be able to help with the second part of the question.
