Monrovia isn't really all that close to Montrose, but Devon is fantastic, and recently some excellent-but-cheaper places have sprung up around it ... Cafe Mundial, Caffe Opera, and Citron, to name a few. I haven't yet been to Citron, but have enjoyed some really nice meals at Mundial and Opera, and very reasonably priced.
 
Believe it or not, old-town Monrovia (Myrtle Ave. south of Foothill) is actually becoming a dining destination ...
