First of all reply with a name, not a question. You must be a server. Within the past five years or so many places have went to the free refills on sodas. It is the duty of the server to tell you if the refills are not free. If the server just ask would you like more ice tea? You assume the refill will be free. If the server asks would you like more ice tea and then says "Sir we have to charge for refills"then it's my decision and there is nothing deception.
