If you don't care about traveling, I recommend Il Moro in West Los Angeles. It's a delightful italian place. If you can sit outside on their patio, that's even better.
 
My favorite place in OC is Gustaf Anders. It might be a bit over the price range you are looking for. Definately a special occasion place. http://www.imenu.com/gustaf-anders.htm
 
We also were pleasantly suprised by The Clubhouse at South Coast Plaza.
