I'd have to vote for NBC over Ocean Star too. The latter is "nicer" looking inside, but the quality and portions at NBC are a bit better IMO. Also, the cart flow at NBC seems a bit more "frantic" which translates into less time from kitchen to mouth, which is very important to Chinese (I think this factor is called wok hey?). My unscientific theory is that the weekend overflow from NBC goes up the street to O.S. because the crowds at NBC usually seem worse than O.S.
