The Best of Times on Electric just west of Main Street in Old Town Seal Beach is an English tea room. It recently changed hands, so check for hours.
 
In the Marketplace, at 2nd and PCH in Long Beach (right on the OC border) there's the Salon du The, a French tea room/cafe.
