I've never been to Guangzhou Palace for dim sum. I don't believe it's the forte there. For dim sum, Hong Kong Palace is indeed superb. Go there on a weekday and you can get a great lunch special deal which includes a beef tendon and jellyfish dish that's excellent. Their fried tofu with fish paste is also stellar.
 
As for Guangzhou Palace. It excells at dinnertime (although, during my most recent visit it was a little empty). When available, the fresh steamed fresh-water shrimp is excellent. It wasn't available this time and we were talked into a dish of very ordinary fresh steamed prawns. My outright favorite there is the crystal crab. You can get that prepared 3 different ways--my favorite being the preparation with a smoky soup stock. Anyways, the crystal crab is more delicate and much sweeter than your dungeness crab. Amazing.
 
Give Guangzhou a try again, go for dinner, and try the crab and lobster preps (shrimp also if available).
