i echo LBQT on the palace grill for dinner. the setting is average but the food is really good. prices: entrees are in the teens or low 20's.
 
for breakfast, i like "east beach grill" on cabrillo across from the radisson hotel? it's got really good wheat germ pancakes, although it's definitely a very casual beach hangout...sitting right next to the beach.
 
la super-rica on milpas for mexican food. i like #10 - chroizo & cheese on tortillas. the portions are small & the place is a dump, but the food is good.
 
enjoy - santa barbara is a great place!
