Many Chinese restaurants have have lunch specials where you can get the soup of the day, refillable rice, a pot of tea, and your choice of dish for about $3-$4. For $8 you can select 2 entrees from a huge list. Heck, if you went with your friend, you two can split four or more dishes for $16, which is an enormous amount of food. In Monterey Park, drive down Garvey or Valley, and just keep your eyes open for Chinese restaurants. One that comes to mind is New Hope that is on the corner of Garvey and Ynez. That place is $3 for lunch special.
 
You can find stuff like black bean clams, deep fried fish, shrimp in scrambled eggs, spicy salt shrimp. Don't limit yourself to chow mien or chow fun.
