I'll take this time to once again plug my favorite restaurant in L.A. County (in San Pedro): Tacos Jalisco for potato taco's. Prices are now $1.50 for two, but that's still pretty darn cheap. Four is a meal for a normal person, but my wife and I can go up to 5 or 6 each if we're really hungry. Without indulging in a drink, you could do under $8 for the entire meal...
