Absolutely it's available to everyone... you just have to pay the yearly membership which we usually recuperate just on the first trip.
 
It's Sam's Club that is (or was?) not open to the general public - you couldn't walk in and get a membership unless you worked for a public agency or were a teacher... it was something like that, anyway. I don't know if they've cut that rule, there isn't a Sam's Club anywhere near here.
