I think most everyone agrees that a lot more information is needed here before we start passing the hat.
 
But as to your suggestion that the owners of the restaurant apply to the "proper channels": What, exactly, are the proper channels? Insurance? Yes, an insurance company could give the money for a restauranteur to rebuild. But would a company give that restaurateur the assurance that there's a public out there that actually WANTS him to rebuild? That's where the community of hounds can help, I think.
