As Fun Hog said, 360 is (was?) the stereotypical LA scene. I haven't been in a couple of years (I'm "too old" for that crowd), but that last time I took co-workers from Chicago there just so they could see the Hollywood sign.
 
Of course, the Hollywood sign is not lit at night (bad tour guide! bad tour guide!), so all we could do was look out at the cityscape and have a few drinks. It wasn't particularly crowded, but it was dark / dimly lit.
 
The drinks were fine. (Sadly, I don't remember the drink prices to tell you.) The scene was "soooo LA." But my co-workers became particularly self-conscious because, as they told it, "our midwesternness is a beacon in this sea of hip, beautiful people." They felt it was too hip for them, so it was decided that a different place to eat would be good, someplace where they wouldn't stand out.
 
They wanted to eat at the flipside of hip. I can't remember what was on my mind that night, but I took them to Fred 62. (I swear, I had only one cocktail!) And that, as they say, is another story....
 
If you want a more interesting scene (and I mean that in a sincere way), head further west on Sunset into the 8300 and 8400 blocks. There, you will find The Standard Hotel. It's an achingly hip place. There, too, is a view of the city from the pool deck, and there are also the tragically beautiful people to be seen. (I should warn that, despite the locale, this place is a "cut-rate" hotel. The decor will be retro-but-chic, so don't expect gilded columns or Four Seasons amenities.)
 
Most importantly, there is better food at the coffee shop in The Standard than at 360. It's open 24 hours, and they serve "international comfort food". (Your better bet would be to stick with the American fare.) The food isn't badly priced for the area (last I recall), but the drinks are expensive.
 
And one other thing about this locale that beats 360 is that there is life around it. You can walk down the street in one direction or the other and go for a different restaurant or, even more welcoming, actually see people on the street (all of them beautiful, of course).
 
Well, that's my nickel's worth.
