Went to Empress Pavillion in Monterey Park last weekend, and thought the food was only fair. Also had a strange experience... we kept saying "no" to dishes, and the cart ladies kept putting them on our table and trying to charge us, like they were pushing the food on us. It happened several times and was very annoying.
