   Basque in new bistro's glory
A well-known name in San Francisco, Gerald Hirigoyen has opened yet another sure-to-prosper spot close to Fisherman's Wharf — a Basque restaurant called Piperade. Not only is it rare to find a lovely refuge in this borderline Financial District neighborhood, but it's also rare to feel so at home at a brand-new restaurant.
