MOVING AHEAD IN ARGENTINA
KIRCHNER CONFRONTS GHOSTS OF THE PAST
The decision by President Néstor Kirchner of Argentina to begin the process of extradition for officers involved in the country's ''dirty war'' is a welcome signal that the country is ready to reconcile its sad history and move on to the difficult business ahead. Critics already are labeling the move a populist action designed simply to appease.

THE SHOW'S ON THE ROAD
The performing-arts students at Miami Northwestern High School have a surplus of talent. But they didn't have enough money to go to Scotland. They tried car washes, snack sales and donations to raise the $105,000 needed to attend a prestigious theater festival -- but the funds raised came up short. Then, two parents did something dramatic: They took out a loan for $32,000. Bravo to the students, parents and drama coach.

VOUCHER ACCOUNTABILITY
TRANSPARENCY NEEDED FOR PUBLIC FUNDS
Gov. Jeb Bush has made accountability and oversight of public-school education a top priority -- and we agree it should be. But why is the Florida Department of Education keeping secret records associated with the state's newest voucher system, the Corporate Tax Scholarships? The use of public funds should be open, and stakeholders should be accountable for how funds are used.

TODAY'S OTHER VIEWS

Simple minds in anti-immigration groups
''What part of illegal do you not understand?'' and ''Illegal immigrants should be scooped up and deported immediately!'' -- are the most frequent responses to any article calling for a common-sense immigration policy based on the reality of our present situation.

Playing the `Catholic card'
So it takes an ecumenical group of zealots charging anti-Catholicism in an ad running in a state with a Greek Orthodox senator to make me fully understand the word chutzpah. Is this what it means to live in a multicultural society?

Fight identity theft
Great advances in financial services over the past few decades have opened the doors to credit for every American. It seems so basic that we take it for granted, but the vitality of our economy comes in part from universal access to financial services such as credit cards, mortgages and auto loans. Consider how consumer spending, the housing market and auto sales have buttressed our economy in the last three years. All three depend on credit.

JULIAN SCHVINDLERMAN
The PLO's fruits in Latin America
As an Argentine writer specializing in Middle East affairs, I have good reason to be intrigued by the recent primary elections of the Farabundo Martí National Liberation Front (FMLN) in El Salvador. The July 27 primaries faced off Schafik Handal with Oscar Ortiz. The winner, Handal, of Palestinian descent, has announced that if elected president of El Salvador in 2004, he would maintain diplomatic relations with Israel but would close his country's embassy in Jerusalem (El Salvador and...

TODAY'S LETTERS TO THE EDITOR

With major reforms, U.N. can ensure peace
The United Nations has demonstrated success in improving health, agriculture, education, environmental protection and the welfare of children. Yet it is easy to point at its failures and faults. The United Nations has some real structural problems:

Need four years
We cannot let our Legislature get away with the plan for reducing high-school graduation requirements to 18 courses from 24. A class-size amendment was passed in order to improve our education system, not to eviscerate it. But instead of hiring more teachers to reduce class size, legislators have done the opposite. They have reduced the number of students. Now we may find ourselves, already ranked in the bottom five of all states in almost all measures of public education, actually firing teachers...
