Council Members

Penelope Ayre RowePenelope Ayre Rowe is the chief executive officer of the Community Services Council (CSC) of Newfoundland and Labrador, a non-governmental social development planning, research and policy organization. Under her direction, CSC has conducted many province-wide research studies in the areas of work and unemployment, child sexual abuse, the needs of the elderly and the voluntary community-based sector. Currently, she is also chair of the provincial Workplace Health, Safety and Compensation Commission and its Research Advisory Committee, as well as a member of the Premier's Council on Social Development and the Capital Coast Development Alliance, a regional economic development board. As director of the Institute for Social and Economic Research at Memorial University of Newfoundland, she has chaired numerous national conferences focusing on social policy issues and was awarded the President's Award for outstanding contribution to social policy in Canada by the Canadian Council on Social Development. She sits on a range of national boards and advisory committees including Statistics Canada, Non-Profit Sector Research and Statistics, and the Canadian Health Network. Ms. Rowe holds a master's degree in social policy and administration from the London School of Economics. She was appointed a Member of the Order of Canada in May 2002.
