Audience: Administrators, Technology Coordinators, Library Media Specialists
Human Capacity
Focuses on education and accountability of teachers, administrators, and other educators; and the development of leaders; and includes such strands as:
- Teacher Education
- Professional Development
- Student, Teacher, and Administrator Leadership
- Competencies, Standards, and Certification
Audience: Technology Coordinators, Staff Developers, Library Media Specialists, Teacher Educators
Learning Environment
Covers all aspects of technology use in the learning environment, and includes such strands as:

Ethics and Equity
Addresses the ethical issues and necessary curriculum, guidelines, and policies involved in using technology and/or the equity issues/challenges involved in achieving equal access and reaching underserved populations, and includes such strands as:
