  COBRA payments must be up to date
DEAR CARRIE: My brother-in-law lost his job in a downsizing. To cushion the blow, he received a generous nine-month severance that ran from April 2005 to January 2006. When his benefits ended in January, he received notification of his rights to extended health care benefits under COBRA. He elected to receive the COBRA benefits. He paid the premiums for February, March and April. After that, he stopped because he couldn't afford the payments. Unfortunately, in mid-November he developed a blood infection that caused some mini-strokes. He has been in and out of hospitals since then. He is hoping to get into a short-term rehabilitation center this month. Obviously, he now needs benefits. Can he go back and re-access his COBRA benefits by making the lapsed payments? His care has been adequate but certainly would improve if he had medical benefits rather than relying on services provided to those without health care insurance.
