PITTSBURGH - Pennsylvania Sen. Bob Casey said the troop surge in Iraq isn't working. Casey recently returned from a trip to Iraq, and he said little political progress has been made.
Talking with CNN's Wolf Blitzer, Casey also reiterated his position that Iraq is in a state of civil war, and the government hasn't done enough to take control of the security situation there.
Casey also questioned whether Iraqi prime minister Nouri Al-Maliki had the ability to form a united government in Iraq.
