OECUSSE AND TIMOR LESTE'S CONSTITUTION

Due to its unique history, geography and demographics, Oecusse was awarded a series of constitutional recognitions and concessions when Timor Leste's constitution was promulgated in March 2002. However, neither Section 5 nor Section 71 have been substantively implemented as of early 2005. The relevant sections are quoted below.

Section 4 (Territory)
"The territory of the Democratic Republic of East Timor comprises the land surface, the maritime zone and the air space demarcated by the national boundaries that historically comprise the eastern part of Timor Island, the enclave of Oecussi, the island of Atauro and the islet of Jaco."

Section 5 (Decentralisation)
"Oecussi Ambeno and Atauro shall enjoy special administrative and economic treatment."

Section 71 (Administrative Organisation)
"Oecussi Ambeno shall be governed by a special administrative policy and economic regime."
