Reason for the deletion request: First, the seals were not created by employees of the U.S. Mission to Germany; the embassy has no say in the matter. Second, and more fundamental, the seals were not created by any employee of the federal government. The definition of A “work of the United States Government” is "a work prepared by an officer or employee of the United States Government as part of that person's official duties."[1]. Works of the United States government are public domain. However, because no employee of the U.S. Government created these seals, they are not public domain. Employees of state governments created the seals, and they are not employees of the U.S. Government (a term always refers to the federal government). The previous keep was a clear error. The template's argument is legally invalid, and it should be deleted.
