Federal Excess Property Programs

Federal Excess Personal Property Program - The DCNR Bureau of Forestry has the authority to acquire excess Federal equipment and assign the equipment to rural fire departments. This equipment is made available through the Federal Excess Personal Property (FEPP) program. The Federal Government maintains title to this property and therefore the equipment is considered on loan to the receiving fire department. Only equipment that can be used for fire suppression activities is available through the FEPP program. DCNR will license FEPP vehicles for participating fire departments.

Department of Defense (DoD) Firefighter Property Program - The DCNR Bureau of Forestry has the authority to acquire excess Military equipment and transfer the equipment to fire departments and emergency service agencies. A certificate to obtain title will be made available to recipients of the equipment once the equipment is converted and ready to be placed in service. Fire Departments are responsible for licensing these vehicles.

Steps for acquiring FEPP equipment are:

  1. The fire department will make formal application for the equipment.
  2. Application will be evaluated by the DCNR for eligibility and priority.
  3. The fire department will be notified when the requested equipment is approved.

Responsibilities of the fire department:

  1. The fire department must sign a formal cooperative agreement with the DCNR and place DCNR door decals (provided) on the vehicle.
  2. Use the equipment only for fire and emergency related activities.
  3. To house the equipment and be responsible for all-additional repairs, operational costs, and maintenance and upkeep.
  4. Maintain current liability insurance for each vehicle.
  5. To have vehicles inspected annually by an approved vehicle inspection station.
  6. Allow periodic equipment inspections by DCNR/U.S. Forest Service representatives.
  7. Remove armed services colors by painting over with fire companies choice of color
  8. Return FEPP equipment to DCNR when the equipment is of no further use to the fire department and notify DCNR if they dispose of DoD Property.

Federal Excess Equipment Online Request Form - This online request form is to be used to submit requests to the Bureau of Forestry, Division of Forest Fire Protection.
