He was the son of Constantine_Henry_Phipps,_1st_Marquess_of_Normanby and acceded as Marquess_of_Normanby in 1863 (previously he had been styled Earl_of_Mulgrave). He was a liberal politician and became governor of Nova_Scotia (1858–1863), Queensland (1871–1874), New_Zealand (1874–1879), and Victoria (1879–1884).
