2. Importance: It shows how the EU used the threat to "reprogram development aid" if developing countries do not agree to sign a new free trade agreement with the EU (so called EPAs).

A few days ago the ACP countries more or less openly threaten to withdraw from the EPAs if the EU doesn't change their position in the currently ongoing WTO negotiations. Recent information indicates that again ACP countries might cave in under the EU pressure.
