Description (as provided by the original submitter)

1. Release history? There have been some reports stating the bully technique of the EU see e.g.

http://www.forumsec.org.fj/pages.cfm/newsroom/press-statements/2007/pacp-trade-ministers-gravely-concerned-disappointed-about-eus-linking-10th-edf-epa.html (still online)

or

http://www.dgroups.org/groups/CoOL/docs/EPAs-ESA-Kenya-EU_Bullying_Tactics-CS_Paper_161107.pdf

But the source document it self has until not been published.

2. Importance: It shows how the EU used the threat to "reprogram development aid" if developing countries do not agree to sign a new free trade agreement with the EU (so called EPAs).

3. Audience: - Journalists following the currently ongoing trade negotiations at the WTO in Geneva scheduled 21-26 July 2008 ? - Civil Society and decision makers in Europe, - Civil Society and decision makers in the ACP countries: Papua New Guinea, Fiji, Burundi , Kenya , Rwanda , Tanzania, Uganda, Seychelles, Zimbabwe , Mauritius, Comoros , Madagascar , Zamiba, Botswana , Lesotho , Swaziland, Mozambique , Namibia , Cameroon, Gabon, the Republic of the Congo, Cte d'Ivoire , Ghana, Nigeria and Cape Verde, Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, the Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Saint Lucia, Saint Vincent and the Grenadines, Saint Christopher and Nevis, Surinam, and Trinidad and Tobago

5. Why leaked: To illustrate the tough bulling tactics the European Commission is using in their trade negotiations with developing countries.

6. Urgent: YES. The currently ongoing talks at the WTO in Geneva. see www.wto.org.

A few days ago the ACP countries more or less openly threaten to withdraw from the EPAs if the EU doesn't change their position in the currently ongoing WTO negotiations. Recent information indicates that again ACP countries might cave in under the EU pressure.
