Purpose
The Minnie Stevens Piper Foundation was organized in 1950, incorporated in the State of Texas as a non-profit, charitable corporation.
The purpose for which it was formed is to support charitable, scientific, or educational undertakings by providing for, or contributing toward the education of financially limited but worthy students; by assisting young men and women residents of Texas, attending or wishing to attend colleges and universities in the state of Texas, to complete their education and obtain degrees; by contributing to community chests, and supporting any other non-profit organization or activity dedicated to the furtherance of the general welfare within the state of Texas.
Randall Gordon Piper and his wife, Minnie Stevens Piper, were the principal donors.
Policy
The Minnie Stevens Piper Foundation is classified as a private foundation. It has received a Letter Ruling under Section 4945 of the Tax Reform Act of 1969 by which programs described in the following section are operated by the Foundation.
Administration and operation of these programs take approximately two-thirds of each year's distributable income.
