Treaty of Amity and Cooperation in Southeast Asia

The Treaty of Amity and Cooperation in Southeast Asia was concluded on February 24, 1976 among the founding members of ASEAN.[1] The other ASEAN members acceded to the treaty upon or before joining ASEAN. The treaty was amended by a protocol on December 15, 1987 to open it for accession by states outside Southeast Asia[2], and again on July 25, 1998 to condition such accession on the consent of all ASEAN members[3]. As of February 2009, fifteen non-ASEAN countries have acceded to the treaty. On February 18, 2009, United States Secretary of State Hillary Clinton announced that the United States would pursue accession to the treaty.[4] The European Union intends to accede to the treaty as soon as it is amended to allow for the accession of non-states.[5][6][7]

The United Nations General Assembly has endorsed "the purposes and principles of the Treaty of Amity and Cooperation in South-East Asia and its provisions for the pacific settlement of regional disputes and for regional cooperation in order to achieve peace, amity and friendship among the peoples of South-East Asia, in accordance with the Charter of the United Nations".[8]

The treaty was originally concluded among Thailand, Indonesia, Malaysia, Singapore, and the Philippines, the founding members of ASEAN. The following countries later acceded to the treaty:
