State Parent Advisory Council

Purpose

The Statewide Parent Advisory Council (SPAC) participates in the planning, operation, and evaluation of the state Migrant Education program. SPAC membership shall be comprised of individuals who are knowledgeable of the needs of migrant children and shall be nominated and elected by the parents of migrant children enrolled in the operating agencies. At least two-thirds of the members of the SPAC shall be the parents of migrant children. The SPAC shall meet a minimum of six times a calendar year to provide input on issues relating to the operation of the program. Special meetings may be called at the discretion of the State Director, as specified in California Education Code, Section 54444.2 (a)(2)

Composition Status  

The SPAC composition status as of October 2008 is: Non-compliant

"Compliant" denote composition meets requirements, and is seating both migrant* and non-migrant representatives on the Council.

"Non-compliant" denote SPAC does not meet composition requirements. If a region holds elections for an SPAC representative, the CDE strongly encourages the region to elect a migrant parent representative. This will help the CDE meet statutory composition requirements for this Council.

*Migrant "representative" is defined as a migrant parent whose child possesses a current certificate of eligibility for the Migrant Education Program.
