Michael Hurley is currently a special advisor on counterterrorism in the US State Department’s Office of Counterterrorism.  He is a career CIA officer, having spent twenty-three years in that organisation. Noel Stott is a senior researcher for the Arms Management Programme at the Institute for Security Studies.
