The main thing that was added to the Floor Rules with this update was the addition of a two-booster format to both sanctioned limited formats (sealed-box and booster draft). Previously, in sanctioned sealed-box tournaments players either received one starter and one booster, or three boosters. In sanctioned booster draft tournaments, players received three boosters. All of these remain legal options for sanctioned limited tournament play, but another option has now been added.
In either two-booster format, the general tournament structure remains the same, just with fewer minis to work with. Players build a warband containing 12 miniatures instead of the normal 16. In addition, in a two-booster limited format, the "refresh" rule is in effect. Once per game, at the start of his or her spawn phase (before any other actions are taken), a player may put all miniatures from his or her graveyard into his or her reserves. This helps to compensate for the smaller warband size and adds another level of skill to the gameplay.
Aside from that, there were no other policy changes in this Floor Rules update. One update that has drawn a lot of attention is the update to section 130, which covers new releases. There was no change to this policy whatsoever. The wording was updated so there is a concrete policy in place for the time a set becomes legal in constructed tournament play, but this policy was already implied by the table at the end of section 130. It just was not expressly stated in previous versions of the Floor Rules.
