Planning Processes Study, 2007- 2008
The 2006 Comp Plan instructs the Office of Planning to undertake a study of the feasibility of establishing a Planning Commission in the District. To provide context, the scope of the study was expanded to include the planning, zoning and development review process in the District and how best to implement the Comp Plan. The study, launched in September 2007, examines:

The best way to implement the 2006 Comprehensive Plan;

The feasibility of a Planning Commission for the District; and
-
Existing project review mechanisms.
The study includes a:

Review of existing planning, development and zoning review practices.

Extensive outreach to stakeholders, including:

Discussions with Council members, the Zoning Commission, BZA, relevant departments of the DC government (OP, OZ, DCRA), and concerned citizen groups;

Small group meetings, including ANC Commissioners, residents and people who have been through a review process recently.

A study of best practices of implementation of a Comprehensive Plan and of a Planning Commission in other US cities.
