On February 24, 2004, President Bush signed Executive Order 13329, Encouraging Innovation in Manufacturing. This Executive Order was implemented to help ensure that Federal agencies properly and effectively assist the private sector in its manufacturing innovation efforts.

The NASA SBIR and STTR Programs support Executive Order 13329, Encouraging
Innovation in Manufacturing, through the following actions:

  • Provide data to SBA for classification of selections with manufacturing
    innovations
  • Brief Agency management to ensure awareness of the importance of
manufacturing on NASA's mission and the Nation's economy
  • Brief topic and subtopic developers regarding the importance of
Executive Order 13329 and its inclusion in the annual solicitations
  • Include discussion of the Executive Order in solicitations
  • Include discussion of the Executive Order in presentations to the public
  • Support the National Science & Technology Council (NSTC) Interagency
Working Group actions enhancing manufacturing with a designated
    representative and active participation.
  • Highlight SBIR and STTR success stories that enhance the nations' manufacturing capability

A plan focused on the above actions was submitted to the Small Business Administration, the implementing agency for the Executive Order.
