Most of the French sources I'm using would be hard pressed to limit their
accusations of Vietnamese defects of character to only three legs--perhaps
an 18-wheeler is a more appropriate image.  The three traits cited here
show up among many other supposed defects such as gambling, dishonesty, 
lack of passion/compassion, etc.  All of which, of course, are not 
factual descriptions as much as French constructions (in reporting them, 
I in no way wish to endorse them).  

I'll look forward to seeing more about the dissertation.
