STATEMENT OF PRINCIPLES FOR A MADE IN CANADA SOLUTION

We know that Canadians want to see concrete action on climate change, and have therefore endorsed the following guiding principles:

• A Made in Canada solution would combine immediate actions with a realistic time frame to reduce greenhouse gas emissions.
  
  
• It would keep capital in Canada to invest in new environmental technologies and research and development.
  
  
• It would negotiate agreements with specific economic sectors on emissions performance targets mutually agreed on by all stakeholders, including federal and provincial governments.
  
  
• It would implement energy conservation education and awareness campaigns, and include incentives for individual Canadians to reduce their energy consumption.
  
  
• It would factor in our trade relationship with the United States and our membership in the North American Free Trade Agreement to ensure our ongoing competitiveness.
  
  
• It would involve investment in new energy, emissions and environmental technologies as the key to sustainable development.
  
  
• It would provide incentives for both generators and consumers of renewable energy.
  
  
• It would recognize Canada's role as an important exporter of energy.
  
  
• It would recognize past, present and future climate change actions, ensuring that those who acted early are rewarded rather than penalized.
  
  
• It would involve investments by all levels of government in public transit and supporting infrastructure.
  
  
• Finally, a Made in Canada solution would go beyond greenhouse gas emissions and beyond our borders. It would address air quality as a whole because human health is not divisible. It would also build on Canada's obligation to assist developing countries with their environmental priorities, thereby contributing to broader social and environmental progress internationally.
  
  

We recognize that a Made in Canada solution is a work in progress. Today we want to move it one step further. We have put our shoulders to the wheel, and we urge all Canadians to join us in the task.

There is too much at stake to stand on the sidelines. We will work with governments to achieve a Made in Canada solution that will protect jobs, strengthen our position as a trading nation and make Canadians proud.
