They know, but they are not a threat. They're not going to tell the whole world
about vampires. They also serve the vampire community by covering up certain
indiscretions of the vampires when they could have revealed them.
Who's the leader of the enforcers?
We never find that out in the show. In fan fiction, we are creating a vast
community of enforcers and their friends.
