Waxman believes the Committee’s time would have been better spent focusing on the scientific consensus about global warming and practical solutions to this enormous threat, instead of attacking a well-respected climate researcher and two studies he conducted eight years ago.

Rep. Waxman Introduces Legislation to Avoid Irreversible Effects of Global Warming
Rep. Waxman, together with twelve of his colleagues, has introduced the “Safe Climate Act of 2006” to significantly reduce U.S. emissions of greenhouse gases. Scientists have concluded that the planet faces a grave risk of irreversible and devastating global warming if global temperatures increase by more than 3.6°F. To protect against these catastrophic impacts, the Safe Climate Act sets targets for greenhouse gas emissions that aim to keep temperatures below the danger point. The level of emissions would be frozen in 2010, gradually reduced by 2% each year through 2020, and then reduced by 5% each year through 2050. The Safe Climate Act achieves these targets through a flexible economy-wide cap-and-trade program for greenhouse gas emissions, along with measures to advance technology and reduce emissions through renewable energy, energy efficiency, and cleaner cars.

GAO Asked to Investigate White House Interference with Climate Change Reports
Rep. Waxman and Sen. Kerry ask GAO to look into a recent whistleblower report that former oil industry lobbyist Phillip A. Cooney altered government scientific reports on global warming and that the "White House so successfully politicized the science program that" it became necessary for the whistleblower to resign.

In April of 1992, Rep. Waxman introduced "The Global Warming Protection Act," with Congressmen Miller, Fascell, Boehlert, and 100 other colleagues. This legislation would have taken the first steps to address the threat of global warming.

In 1997, in anticipation of the upcoming Third Conference of Parties to the United Nations Framework Convention on Climate Change, in Kyoto, Japan, Rep. Waxman cosponsored a bipartisan resolution (H. Con. Res.106) with Congressman Gilchrest and 10 other colleagues calling for a strong agreement that would be fair, enforceable, and contain legally binding targets and timetables beginning in 2005 for reducing greenhouse gas emissions substantially below 1990 levels. On November 19, 1997, Rep. Waxman sent a letter to President Clinton and the agencies outlining some of his concerns about potential loopholes in the treaty. In December of that year, Rep. Waxman was a member of the House Delegation to the Conference in Kyoto Japan. He advocated action to address the threat of climate change, and highlighted the need to do better in implementing the responsibilities set forth at the 1992 Rio Earth Summit.

Also in 1997 and into 1998, the House Committee on Government Reform and Oversight (now the House Committee on Government Reform) minority staff prepared a series of fact sheets on the issue of global climate change. Click here to view these documents.
