Under the Conditions of Approval for the desalination project, Sydney Water is required to develop a compliance tracking program for reporting to the Director General of the NSW Department of Planning on an annual basis.

The Blue Water Joint Venture, consisting of John Holland and Veolia Water, is designing and building the plant and Veolia Water will operate and maintain the plant. Sydney Water will own the plant. The documents below include amendments made to one of the contracts (the Design and Construct Contract) in October 2008.

The pipeline will be built by the Water Delivery Alliance, which includes Sydney Water, Bovis Lend Lease, McConnell Dowell, Kellogg Brown & Root, WorleyParsons and Environmental Resources Management. Sydney Water will own the pipeline.

The desalination plant will be powered by 100% renewable energy. Sydney Water has signed 20 year energy supply contracts with Renewable Power Ventures and Babcock & Brown Power.
