Rendell unwraps new budget
Even as he reminded legislators there is work still to be done on property-tax relief, Gov. Ed Rendell on Tuesday unwrapped a $22.7 billion budget for fiscal 2004-05 designed to jump-start economic development, protect open space and clean up the state's land, air and water.

PSU would receive $314.7 million in state funds as part of governor's plan
For the first time since 2001, it appears that Penn State and other state-related universities may not see a state funding cut. Gov. Ed Rendell unveiled a budget Tuesday that calls for a 2.2 percent increase in spending for Penn State, Pittsburgh, Temple and Lincoln. The increase means a total of about $314.7 million in state funds for Penn State, about $6.9 million more than the roughly $307.8 million it recently received. (

Man accused of biting ear in bar fight
STATE COLLEGE -- Charges are pending against a man after a fight at a downtown bar early Tuesday morning. According to police, the man bit off a small chunk of another man's ear as he was being led out of The Saloon around 12:40 a.m. Neither man's name was released. (

Student reports assault as group betters safety
State College police are investigating reports of a sexual assault that occurred early Saturday morning on Calder Way. According to police, an 18-year-old Penn State student reported being accosted as she was walking to a friend's apartment sometime between 2 a.m. and 3 a.m. on Calder Way near Sowers Street. (
