Azerbaijan-Kazakhstan Talks on Oil for
Baku-Tbilisi-Ceyhan Pipeline in 'Final Stage'


BAKU, March 10. Negotiations on an agreement between
Azerbaijan and Kazakhstan on Kazakhstan oil moving
through the Baku-Tbilisi-Ceyhan oil pipeline are in
the final stage, according to Natik Aliyev, president
of the State Oil Company of Azerbaijan, a Rosbalt
correspondent reported. Aliyev said the agreement
would be signed sometime this year but would not be
more specific. He said the date would depend on the
intensity of the talks.

Aliyev said the agreement would constitute the legal
basis needed by investors. It will set out the details
of tax, customs and trade arrangements connected to
the movement of oil as well as specify the manner of
resolving ecological problems. He said the agreement
would be in line with existing treaties between
Azerbaijan, Georgia and Turkey.

Ukrainian delegetion discusses Odessa-Brody pipeline 

 
-Boris Aleksenko, the Ukrainian Ambassador to
Azerbaijan, told a news conference prior to the visit
that negotiations over the transportation of the
Caspian oil to Northern and Eastern European countries
through the Odessa-Brody pipeline are underway.
According to him, Poland, Germany and the Czech
Republic are interested in the realization of the
Odessa-Brody pipeline and Azerbaijan may become a
member of the consortium in the years to come.


A Ukrainian delegation headed by Vladimir Litvin,
Speaker of the Supreme Rada (parliament), arrived in
Baku for a two-day official visit on Friday.  

During the visit, Litvin met with President Ilham
Aliyev, Prime Minister Artur Rasizada, Speaker Murtuz
Alasgarov and Foreign Minister Vilayat Guliyev. The
Ukrainian official also visited Baku Slavonic
University and held a meeting with representatives
from the Ukrainian Diaspora.  

Bilateral relations, the expansion of
inter-parliamentary relations and Azerbaijan's joining
the construction of the Odessa-Brody oil pipeline
project were discussed at the meetings. Litvin was
accompanied by special experts who discussed the
possible implementation of the project. 

President Aliyev to visit Ukraine 

Boris Aleksenko, the Ukrainian Ambassador to
Azerbaijan, told a news conference prior to the visit
that negotiations over the transportation of the

According to him, Poland, Germany and the Czech

Odessa-Brody pipeline and Azerbaijan may become a

transportation capacity of the Odessa-Brody pipeline
is 9-14 million tons per annum. 

Political consultations 

Foreign Minister Vilayat Guliyev received the
Ukrainian Speaker on Saturday. Expanding cooperation
within the UN, Council of Europe, European Union, CIS
and BSEC, including the issue of setting up of a GUUAM
parliamentary assembly were discussed at the meeting.
Appreciating the bilateral relations between the two
countries, Litvin stressed the importance of expanding
commercial, economic, energy and humanitarian
relations; including inter-parliamentary cooperation
and efficient cooperation within GUUAM. Guliyev, in
turn, elaborated on the work done for the resolution
of the Armenian-Azerbaijani conflict over Upper
Garabagh, including the activity of the OSCE Minsk
Group in this respect, as well as the plight of
refugees and internally displaced persons. Guliyev
also underlined the necessity for the international
community to make an effort to settle the conflict
peacefully within international legal norms. 

Schedule 

According to Boris Aleksenko, the date of President
Ilham Aliyev's first official visit to Ukraine is
currently being determined. About twelve agreements,
including those on the preservation of secrecy in
bilateral relations and on a consulate, are expected
to be signed during that visit. Aleksenko said that
the Ukrainian Prime Minister and Foreign Minister were
also scheduled to travel to Baku after Aliyev's visit.
He noted that the Azerbaijani ministers for defense
and national security were scheduled to pay visits to
Kiev. The ambassador said that Azerbaijan and Ukraine
were in talks to exchange information and train
military personnel. Aleksenko believes that even
would-be governmental changes in Ukraine won't affect
the bilateral relations as they have been established
on the base of national interests.
