The CRE's race equality scheme


The Commission for Racial Equality's Race Equality Scheme (RES) sets out our aims and the practical ways in which we plan to meet our duties under the Race Relations Act.

The RES is a 'living document', and will be reviewed and revised regularly. We report every year on the progress we have made (see Appendix 5 of our 2005 Annual Report, which you can download from the right-hand column of this page), and the whole scheme was reviewed in 2005.

Our RES for 2005-08 describes eight objectives:

Objective 1: Continue to make the RES part of our working culture
Objective 2: Identify relevant functions and policies
Objective 3: Assess and consult on the likely impact of proposed policies
Objective 4: Monitor CRE policies for adverse impact
Objective 5: Publish the results of assessments, consultation, and monitoring (see below)
Objective 6: Make information about the CRE and its services available to the public
Objective 7: Train staff on the duties
Objective 8: Meet the specific duties for employers

Race equality impact assessments

We have published the race equality impact assessments (REIAs) we have carried out on new and proposed policies.

The purpose of an REIA is to work out how a policy or legislative proposal will affect people from different racial groups.

An REIA is made up of two stages. The first involves screening policy or legislative proposals to see if they are relevant to race equality. All policies should be screened. The second stage involves fully assessing policies identified as being relevant to make sure they do not have adverse effects on any racial groups.
